In a move aimed at enhancing judicial and administrative services and strengthening the institutional infrastructure supporting them, Dubai Courts has launched its new Judicial and Administrative Procedures Guideline, which serves as a unified and authoritative framework governing all procedures and processes. The initiative seeks to improve service quality and empower both court users and employees alike.. The guideline has been designed to serve as a comprehensive and transparent reference that supports the achievement of Dubai Courts' strategic objectives—foremost among them, enhancing transparency and procedural clarity in judicial and administrative processes, improving user experience, elevating operational efficiency, aligning with digitalization and smart transformation, ensuring adherence to legal standards and procedural regulations, and promoting legal awareness and empowerment among litigants through detailed instructions and explanatory guidance. The Guideline enables litigants to understand their rights and obligations, and to properly prepare their claims and supporting documents before initiating proceedings.. His Excellency Prof. Saif Ghanem Al Suwaidi, Director-General of Dubai Courts, affirmed that the launch of the new Judicial and Administrative Procedures Guideline aligns with the Courts' proactive vision to adopt the best international practices in judicial and administrative work, thereby unifying the course of operations and procedures related to Dubai Courts' services and ensuring their quality and accuracy.. His Excellency stated : “The new Guideline represents an important milestone in Dubai Courts' ongoing development journey, as it will contribute to unifying and streamlining procedures, while ensuring the highest standards of transparency and efficiency. The Guideline also serves as an effective tool to enhance the knowledge of both our users and employees regarding the adopted procedures and processes, which will positively reflect on the user experience and further elevate our overall institutional performance.. He added : “Through this Guideline, we seek to reaffirm our commitment to delivering distinguished judicial and administrative services founded on proactivity and innovation, that meet the expectations of all stakeholders and contribute to strengthening Dubai's position as a global capital for economy and justice.. The Guideline consists of eight main sections, forming a comprehensive and detailed document aimed at driving a qualitative leap in judicial and administrative work. At the level of documented procedures, operations, and services, the Guideline covers 160 judicial and administrative procedures and services, distributed as follows : 16 main procedures for case filing; 19 main procedures for case preparation; and 16 main procedures for case hearing and adjudication. The appeal procedures include 23 main procedures covering appeal, solicitation, cassation, and retrial. In addition, there are 10 main procedures related to applications, including orders on petitions, prosecution orders, and their appeals; and 56 main procedures for execution, which cover various execution requests and the decisions issued by the Execution Judge. The Guideline also includes an annex detailing the requirements for registering cases before specialized courts, including real estate, civil, commercial, bankruptcy, labor, personal status, and inheritance courts.. The new Guideline is expected to contribute to a range of positive outcomes, including improving the user experience by providing clear and comprehensive information on the required procedures, enhancing job performance through the unification of processes and the reduction of individual discretion, strengthening confidence in the judicial and administrative services provided, and fostering a motivating work environment built on clarity, fairness, and efficiency..
